PROBLEM TO BE SOLVED: To provide technology for predicting possibility of passing through a strange road with high accuracy.;SOLUTION: The passage possibility database creation device includes: a storage means storing passage possibility information including the passage possibility of each road section to at least a part of the plurality of road sections for a plurality of vehicles; a decision means deciding whether or not the passage possibility information of a vehicle A and a vehicle B can be compared according to predetermined order relation; and an inference means inferring the passage possibility of the road section between the passage possibility information of the vehicles when the passage possibility information of the vehicles can be compared. The inference can be performed a plurality of times to widely propagate the inference. Preferably, the inference is not performed when a difference is small in the passage possibility information is small.
