PROBLEM TO BE SOLVED: To provide a roll baler capable of constantly applying a proper tension to a packaging material to be wound on the outer surface of a roll bale and provide an apparatus for winding the packaging material.;SOLUTION: The packaging material winding apparatus is provided with a packaging material roll NR having a wound roll of a packaging material N and supplying the packaging material N on the outer surface of a roll bale RB by the rotation of the packaging material roll, a tension-applying means 12 applying braking force to the rotating packaging material roll NR by pressing the outer surface of the packaging material roll NR and applying tension to the packaging material N supplied to the outer surface of the roll bale, and a controller for controlling the tension-applying means 12.
