PPROBLEM TO BE SOLVED: To automatically extract change regions of two images at a highly accurate level. PSOLUTION: An amount of seeming regulated movement to be detected as movement on an image 1 is predetermined on a setting section 3. A movement similarity map preparing step S1 prepares a movement similarity map 4 in which movement similarity when an object photographed on the image 1 moves an amount of designated movement is set up as a pair of the maximum value and minimum value at each point. An image similarity map calculating step S2 calculates similarity at respective points corresponding to the images 1 and 2 by the same processing method with the calculation of the step 1, and prepares an image similarity map 5. A movement existence determining step S3 classifies the image similarity into three categories such as a category of similarity, a category of non-similarity, and a category of impossible classification by determining where the image similarity acquired by the step S2 is existed in a range of a threshold in which the maximum value and minimum value acquired by the step S1 is set up as the threshold.
