PROBLEM TO BE SOLVED: To provide a normal surface protecting construction method which is friendly to the environment in implementation of greening to provide a superior environment improvement effect and allows protections to be stably and firmly anchored to a normal surface.;SOLUTION: According to the normal surface protecting construction method using a scrap tire, a scrap tire 1 is cut in parallel with its equatorial plane into a plurality of cut pieces 2, which are then arranged sequentially on a sloped normal surface A so that cut faces 5 of the cut pieces 2 are set in contact with the sloped normal surface A.
