PPROBLEM TO BE SOLVED: To provide an electrode material in which metal oxide nanoparticles are dispersed highly and are carried on carbon by promoting reaction in liquid reaction and further, using that reaction, an electrode consisting of this electrode material, and to provide an electrochemical element which uses the electrode. PSOLUTION: Metal oxide nanoparticles with primary particle size of 1-10 nm as expressed by MxOz, AxMyOz, Mx(DO4)y, AxMy(DO4)z (provided that, M: metal element, A: alkali metal or lanthanoid element) are dispersed highly and are carried on the surface of carbon particles. The metal oxide nano particles are formed by applying a shearing stress and a centrifugal force on a reactant in a rotating reactor and by using reaction to promote chemical reaction, and further, by adding shearing stress and centrifugal force on the reactant in the reactor in the process of chemical reaction; and the carbon is dispersed, by adding the shearing stress and centrifugal force in the reactor. The metal oxide nanoparticles are carried on the surface of carbon and on the inner surface of the carbon and are surrounded by carbons.
