PROBLEM TO BE SOLVED: To accurately detect a risk of a corrugation crack of a core without being influenced by the kind of a corrugating roll and the core by measuring the ratio of a supply time to a supply length of the corrugated core, and determining that the ratio has reached a limit ratio.;SOLUTION: A liner supply speed VL and a core supply speed VN are measured (S4), and a present corrugation rate Rx is computed based on both supply speeds VL, VN (S5). When determining that the corrugation rate Rx is reduced to a limit corrugation rate Rm or less (S6: Yes), an air cylinder 68 is operated (S9). During the operation of the air cylinder 68, a touch roll 66 moves into a contact position in contact with a core preheater roll 621 and holds the core 40. The core 40 is surely given conveying power from the preheater roll 621 and supplied.
