PROBLEM TO BE SOLVED: To configure a video encoding device with a conventional digital signal processing unit(DSP) at a low cost so as to allow the DSP to act more efficiently for computation or the video encoding device through the use of software singly. ;SOLUTION: In the case that the video encoder includes a modified motion detector module 50 that classifies an image block to be a motion block or a still block, the block classified to be a motion block is processed by a modified motion compensation module 52 that uses a central bias orthogonal search procedure to match the block with an image having been processed earlier. Then a zero block detector module 54 decides whether or not the block processed by a conversion module 18 and a quantization module 20 would generate a zero block and when the module 54 predicts the production of the zero block, the conversion module 18 and the quantization module 20 are bypassed from the processing of the block.;COPYRIGHT: (C)1998,JPO
