PPROBLEM TO BE SOLVED: To provide a production process for an internally crosslinked fine particle resin containing O/W type emulsion enclosing the internally cross-linked fine particle resin in the emulsion particles. PSOLUTION: The production process of the internally crosslinked fine particle resin containing O/W type emulsion is composed of steps of a phase transfer of a W/O type emulsion (Y) composed of (A) a cationic or anionic resin, (B) an acid or a base neutralizing 20-150 mole% of the cationic or anionic resin in the resin (A), (C) an internally cross-linked fine particle resin with an average particle size of 0.01-0.2 m dispersed in an oily phase, and further addition of (D) an aqueous medium to convert into an O/W type emulsion (Z) with an average particle size of emulsion particles of 0.02-0.3 m.
