PROBLEM TO BE SOLVED: To obtain a shutter mechanism with which the leakage of a developer can be prevented by closing the supply port or the discharge port of a developer cartridge for supplying or recovering developer to the developing unit of an image forming apparatus, and a development apparatus and an image forming apparatus.;SOLUTION: A developing shutter 114 turns interlocked with a supply port shutter 128 in a state where the supply port shutter 128 and the developing shutter 114 face to each other, and a frame body 198 on which the end 114B of the developing shutter 114 abuts is provided on the periphery of the aperture part 130 of the supply port shutter 128. By making the end 114B of the developing shutter 114 abut on the frame body 198 and moving the supply port shutter 128 and the developing shutter 114 together in the opening/closing operation of the toner supply port 108 and a replenishing port 174, a gap is prevented from being formed between the developing shutter 114 and the supply port shutter 128.
