PROBLEM TO BE SOLVED: To provide a firewall load balancing method and a firewall load balancing system for providing a service according to the request of a user.;SOLUTION: A firewall group is configured of three stages of load levels, such as a high load firewall 2, a middle load firewall 3, and a low load firewall 4 according to a service level selectable by a user. The service level optionally selected by the user is stored in a storage means 1a as management information 1d. When access is acquired from the user, a service level decision means 1f extracts identification information of the user, and retrieves management information 1d, and decides a service level selected by the user.
