PROBLEM TO BE SOLVED: To provide a monitoring system and a monitoring method, allowing automatic monitoring of a change of a monitoring target in a temperature or the like.;SOLUTION: This regulation coping system has: a data collection server 10 for recording an emission amount of the monitoring target at constant intervals; and a management terminal 20 for investigating start time traced back by a prescribed time from announcement time when the announcement time of a regulation measure for regulating the monitoring target is input, calculating an average value of the monitoring target emitted in the preceding time zone from the start time to the announcement time in reference to the data collection server 10, calculating a target value for suppressing the monitoring target based on the calculated average value, and outputting it.;COPYRIGHT: (C)2010,JPO&INPIT
