PROBLEM TO BE SOLVED: To comprehensively improve work execution performance of installation of a water heater and piping work execution.;SOLUTION: An outer wall material 2 to which the water heater 1 is mounted and its related member are formed to be a dedicated panel beforehand. The panel integrally includes: a framework frame 3 on which the outer wall material 2 is constructed; a piping base frame 4 jointed to the indoor side of the framework frame 3; a water heater mounting base plate 42 mounted to the piping base frame 4 and applied to the back face of the outer wall material 2; and a piping connection panel 7 having the same width as that of the outer wall material 2 and mounted to the framework frame 3 so as to form the same surface. A plurality of piping connection ports (piping joint members 71) capable of connecting piping to both indoor and outdoor sides are provided on the piping connection panel 7.
