PROBLEM TO BE SOLVED: To perform clearing processing by a settlement center without trouble even if a settlement terminal gets into offline state by a line trouble or the like by allowing IC card settlement in this settlement terminal.;SOLUTION: An optional settlement terminal 20 (e.g., settlement terminal A) generates two kinds of sales specifications related to a card settlement which is performed when the terminal is in offline, and the settlement center 10 receives them. One of the sales specifications is an offline sales specification (stored in the terminal), which is transmitted when the settlement terminal A is restored to online state, and the other is an offline sales specification (stored in a card), which is generated and transmitted by other terminals B and C when an IC card 2 used for the offline settlement in the settlement terminal A is used in the other settlement terminals B and C. The settlement center 10 basically performs clearing processing when it receives both the offline sales specifications, but can perform the clearing processing only with one of the offline sales specifications if a predetermined condition is satisfied.;COPYRIGHT: (C)2010,JPO&INPIT
