PPROBLEM TO BE SOLVED: To provide a scavenging processor for a fuel cell system and a method for scavenging by which drainage efficiency from a fuel cell stack can be improved and energy consumption after a shutdown of electric power generation can be saved effectively using a simple construction and simple processes. PSOLUTION: The fuel cell system comprises: the fuel cell stack of a lamination consisting of a plurality of electric power generating cells 14 which generate the electric power by being supplied hydrogen and air; a temperature sensor 84 which watches ambient temperature of the fuel cell stack 12 after the shutdown of the electric power generation of the electric power generating cells 14; a control section 80 which judges whether the ambient temperature is 0C or less; and an oxidant gas supply system 40 which performs air scavenging for ejecting outside remaining water on anode electrodes 20a and cathode electrodes 20c of the electric power generating cells 14 when it is determined that the ambient temperature is 0C or less.
