PROBLEM TO BE SOLVED: To provide an access person specifying system for an important infrastructure that supplements processing for uniformly specifying users in the infrastructure in the prior art.;SOLUTION: A plurality of radio IC tag readers 22 corresponding to respective use terminals 4 are installed, and a log collection part 61 in a log management system 6 regularly collects a use log recorded to an IC tag management device 3 by the radio IC tag 21 approaching the radio IC tag reader 22 and an access log of an important infrastructure server 5 recorded by a user using the use terminal 4. The collected two logs are added by user ID to be recorded to the radio IC tag 21 by a log normalization part 64 in the access log.
