PPROBLEM TO BE SOLVED: To estimate residual capacity of an accumulator battery including an autonomous power source with a high degree of accuracy. PSOLUTION: In a controlling apparatus 5 installed in an autonomous power source system consisting of an autonomous power source, which is composed of a PV panel 1, a nickel hydrogen storage battery 2, a controller 3, and a load 4, a parameter computing section 51, while assuming current and temperature to be constant for storage batteries with different degradation level to utilize the resultant variation pattern of voltage and residual capacity as a teacher data, computes parameters to determine a residual capacity outputting function and a degradation level output function to store in a parameter memory section 52. Then, after beginning of operation of the autonomous power source, the residual capacity computing section 53 and a degradation level computing section 54 measure the charge/discharge current, the temperature, and the voltage to compute the residual capacity and the degradation level based on function determined from parameters computed.
