PPROBLEM TO BE SOLVED: To provide an ion conducting polymer composite membrane that strikes a balance between the high gas barrier property and the high proton conductivity, to provide a membrane electrode assembly and a fuel cell using the ion conducting polymer composite membrane, and to provide a method of producing an ion conductive structure and a method of producing the ion conducting polymer composite membrane. PSOLUTION: The ion conductive structure includes an inorganic layered structure including multiple layers made of an inorganic compound and ion exchange groups bonded with the inorganic layered structure, wherein the ion exchange groups are bonded with every face of the multiple layers made of an inorganic compound.
