PPROBLEM TO BE SOLVED: To efficiently code a speech signal by changing a coding mode of a sound source section without coding/transmitting mode information. PSOLUTION: An adder 606 calculates a difference of a smooth quantized LSP parameter at present processing unit time, from the smooth quantized LSP parameter of preceding processing unit time. A square sum calculating means 607 calculates a square sum of differences for each order about output of the adder 606. An AR type average calculating means 611 calculates an average LSP parameter in a noise section. An adder 612 calculates a difference of a quantized LSP parameter at present processing unit time, from an average quantized LSP parameter in the noise section for each order. A square sum calculating means 613 calculates the square sum for each order about the adder 612.
