PROBLEM TO BE SOLVED: To easily and dynamically change a scheduler algorithm.;SOLUTION: The number of mobile stations counted in a mobile station number counting unit 204 is compared with a threshold set in a mobile station number threshold setting unit 205 with respect to packet data temporarily stored in a transmission waiting queue 201.
