PPROBLEM TO BE SOLVED: To detect behavior of water surface waves from an image capturing the water surface waves. PSOLUTION: The device for detecting water surface wave behavior is provided with an image input part 100 inputting an image including water surface waves, an image accumulation part 110 accumulating the inputted images in chronological order, an objective function deriving part 120 deriving a luminance variation equation using a velocity vector as a variant based on a wave generation expression showing irregularity of waves and an exponential function showing luminance of the water surface and deriving the objective function via a robust function used in a robust statistics based on the luminance variation equation, a dispersion relation represented by the number of waves and an angular frequency, and a velocity constraint conditional expression constraining a wave velocity by a predetermined velocity constraint value, an optical flow estimation part 130 reading two successive images from the image accumulation part 110 substituting intensity values of the two images in the objective function for estimating a velocity vector, and a display part 140 displaying the estimated velocity vector.
