PPROBLEM TO BE SOLVED: To enable a smooth trick reproduction at an arbitrary double speed while the required resources are restricted to minimum. PSOLUTION: A video image distribution server 10 stores normal reproduction moving picture data and single trick reproduction moving picture data. The single trick reproduction moving picture data is all made up of I frame. If there is a distribution request of a moving picture for normal reproduction from a user terminal 20, the video image distribution server 10 transmits the stored normal reproduction moving picture data in a predetermined sequence, and if there is a distribution request of a trick reproduction moving picture, the trick reproduction moving picture as it is transmitted or thinned out at a proportion according to the requested trick reproduction speed, and transmitted sequentially. The frame rate and code amount of each frame of the trick reproduction moving picture data are controlled according to the magnitude of movement of the image at each scene.
