PPROBLEM TO BE SOLVED: To make it possible for a radio terminal to notify a base station of a prescribed event, such as an event which demands immediacy, in low delay time. PSOLUTION: A radio frame is provided with a shared slot for transmitting generation notification information of the prescribed event. Radio terminals 2-1 to 2-N use the shared slot to transmit the generation notification information of the prescribed event to the base station device 1. The base station device 1 provides to the event for which the immediacy is requested with the usage permission of a random slot, on the basis of the generation notification information transmitted.
