PSOLUTION: An air-conditioning control system 1 controls an air conditioner 10 and has an estimating section 33 and a determining section 34. The air conditioner 10 provides an air-conditioning environment to the user P. The estimating section 33 estimates an action amount of the user P based on information of the number of steps. The information of the number of steps is information related to the number of steps of the user P of the air conditioner 10.
