PROBLEM TO BE SOLVED: To provide an active/standby changeover device for a digital broadcast program transmission system that can select an active system/standby system without causing disturbance on a transmission signal to the utmost by taking kinds and contents of a digital broadcast signal to be processed into account.;SOLUTION: The active/standby changeover device is provided with a changeover system storage section 134 that stores changeover systems comprising a plurality of changeover methods for changeover, a switch changeover control function 1364 of a changeover control section 136 selects one changeover system from the changeover system storage section 134 when receiving an active/ standby changeover signal on the condition of an MPEG 2 transport stream packet from synchronized encoders 113, 123, selects a changeover method providing a fastest changeover order among a plurality of changeover methods indicated by the changeover systems, starts a timer 135 and selects a changeover method of the succeeding changeover order when no packet in compliance with the condition of the changeover position of the changeover method from buffers 131, 132 is found out within a prescribed time from the start to the changeover control.;COPYRIGHT: (C)2002,JPO
