PPROBLEM TO BE SOLVED: To save energy of the whole system in an absorptive freezer facility. PSOLUTION: The absorption water cooler/heater and its facility comprise at least a regenerator having a structure for heating absorbing solution by combustion of fuel, a condenser 16, an absorber 18, an evaporator 20, heat exchangers, a solution pump, a refrigerant pump, a cooling water pump 22, a cold/hot water pump 24, a cooling tower 26, and a cooling tower fan motor 28. The circulation amount of the cooling water pump 22 is controlled in a range of 100 to 50% using a heating amount control signal for controlling the cold water outlet temperature. When the cooling load is 50% or less and the heating amount is zero in the range of 0-30%, the cooling water amount is reduced to the lowest flow rate of 30-40%, and a signal for changing the cooling water flow rate to the lowest flow rate is sent using the heating amount zero signal, namely the combustion stopping signal.
