PROBLEM TO BE SOLVED: To provide a radio access network preventing occurrence of congestion at the start of transmission of HS-DSCH data frames.;SOLUTION: A radio network controller 1 transmits an HS-DSCH capacity request to a radio base station apparatus 2 which transmits an HS-DSCH capacity allocation to the radio network controller 1. The radio network controller 1 is equipped with a means for inserting a time stamp into the HS-DSCH capacity request, and the radio base station apparatus 2 is equipped with a means for measuring the congestion state of a line by using the time stamp and setting parameters causing no congestion to the HS-DSCH capacity allocation.;COPYRIGHT: (C)2007,JPO&INPIT
