It is possible to provide a stator coil insulation test device and a test method which can detect a stator coil rare shortcircuit defect after a motor is mounted. The stator coil insulation test device (1) detects a rare shortcircuit which is a shortcircuit of the winding in a stator coil (24) of a stator (22) in the state that the stator (22) of a motor (21) as a DUT is combined to a rotor (23). Impulse voltage application means (2) applies an impulse voltage to the stator coil (24) in the state that the stator (22) and the rotor (23) are relatively rotating. Response waveform acquisition means (3) repeats plenty of times the operation for acquiring a response waveform outputted from the stator coil (24) to which the impulse voltage is applied. Rare shortcircuit judgment means (4) judges whether rare shortcircuit of the stator coil (24) has occurred by comparing a characteristic of the plenty of waveforms acquired by the response waveform acquisition means (3) to the response waveform from the stator coil (24) of the motor (21) in the normal state.
