PPROBLEM TO BE SOLVED: To switch a policy of a part of a plurality of documents protected by a common policy into a different policy. PSOLUTION: A security policy switching system includes: a security policy DB 35 where policy setting information, including usage ranges, validity periods to be set by each usage range, and a permission function list, is registered in association with a policy ID and the name of the policy; a document information DB 36 where a document ID, the ID of a security policy which the document follows, the ID of a user who generates the document, and the generation date of the document are respectively associated and registered; and a security policy switching part 34 for switching the polity to be imparted to the document in response to a switching request including the ID of the document to be switched, the ID of the policy to be switched, and the ID of the user who requests, which are transmitted from an external apparatus.
