PPROBLEM TO BE SOLVED: To provide a construction for forming a seaweed bed and a seaweed bed forming method capable of surely capturing the spores of seaweeds to surely form a seaweed bed. PSOLUTION: The construction 33 for forming the seaweed bed is produced by preparing a granular material 30 produced mainly from dredged soil, having a microporous surface and water retentivity and enabling the elution of nutrient salts, charging a number of the granules 30 into a mold 32, and integrating the granules by bonding the granules by the action of a solidifying material to form the construction having an irregular surface 33a.
