PROBLEM TO BE SOLVED: To make measurable water in a steam turbine or the quality of the steam by equipping a light source with a wide wavelength range, a probe tip with a scattering volume, a cable for sending from the light source to a lens for making parallel, and a row of photodiodes for supplying an electrical signal for indicating the light intensity. ;SOLUTION: A water-measuring device is provided with the fiber optic probe 11 that is inserted into a steam turbine for measuring the quality of steam at various kinds of positions. The intensity pattern of the scattered light is measured by the ratio of the intensity of light being transmitted through a medium containing a waterdrop for the intensity of light being transmitted in a suspension state while no waterdrop exists.
