PPROBLEM TO BE SOLVED: To rapidly and properly specify a discharge source causing an abnormal high concentration of a chemical substance inside a river. PSOLUTION: A CPU 11 of this chemical substance discharge amount calculation device 1 reads a chemical substance concentration and flow-down information in an observation section (reach) of the river, and a normal-time discharge amount of the chemical substance from the discharge source into a data storage area 13a from an external storage device 16. A water quality concentration computational expression that is an approximate expression representing relation between a water quality concentration and an abnormal-time discharge amount of the chemical substance from the discharge source is generated by use of the flow-down information, in each the reach. the abnormal-time discharge amount in each discharge source is calculated such that a total square of (the normal-time discharge amount - the abnormal-time discharge amount) in each discharge source becomes minimum, on the basis of the water quality concentration expression generated in each reach.
