PROBLEM TO BE SOLVED: To shorten the time required for processing when an image of an object design is used to perform discrimination.;SOLUTION: A template storing part 150 stores image accumulated data about feature regions common to all denominations of each country as a template for each country. An addition section instructing part 171 instructs a histogram preparing part 172 on an addition section to be a feature region. The histogram preparing part 172 prepares histogram of the addition section. An autocorrelation calculating part 173 calculates an autocorrelation of the histogram to obtain an autocorrelation curve as image accumulated data. A normalized correlation calculating part 174 calculates a normalized correlation between an autocorrelation curve of an input image and an autocorrelation curve of a template. A collation value calculating part 175 calculates collation values for each country from a normalized correlation about each addition section.
