PPROBLEM TO BE SOLVED: To provide a construction method to form a new heat insulation layer efficiently while the existing concrete layer is made use of and provide a heat insulation structure including a heat insulation layer which is still thinner. PSOLUTION: The method applies to a heat insulation structure such that a concrete layer and a heat insulation layer are formed one over the other on the ground surface inside a dike of a low-temperature tank and is to substitute the heat insulation layer therein with a new heat insulation layer, comprising five processes; the first to expose the concrete layer by removing the heat insulation layer, the second to bore one or more holes in the exposed concrete layer, the third to insert a tubular member into the hole(s), the fourth to insert an anchoring member into the hollow part of the tubular member and protrude the anchor part of the member from the concrete layer, and the fifth to form the new heat insulation layer from above the concrete layer and the anchor part.
