PROBLEM TO BE SOLVED: To solve the problem that value information held on an information holding device can not be consumed off-line. SOLUTION: The history of off-line consumption of the value information is recorded on the information holding device which holds the value information and read out when the information holding device is used by an information processing terminal connected to a payment system on-line, so that payment processing is carried out according to the consumption history.
