PPROBLEM TO BE SOLVED: To provide a tape-shaped rare earth group oxide superconductor by a non-vacuum process. PSOLUTION: By applying a heat treatment on a substrate made of Ni or Ni group alloy in a reducing atmosphere, the oxide coating on the substrate is removed and clean surface is exposed. Then an organic metal salt is coated on this substrate and then heat treatment is applied in a weak reducing atmosphere and the organic metal salt is thermally decomposed, and thereby, a crystallized oxide intermediate layer is formed on the substrate. Further, by applying a heat treatment in a weak oxidizing atmosphere, a thin layer of Ni oxide is formed between the substrate and the oxide intermediate layer, and then the rare earth oxide superconductor layer is formed on the surface of the oxide intermediate layer by TFA-MOD method.
