PROBLEM TO BE SOLVED: To solve the problem that a monitor is burdened very much in a conventional discriminating method wherein the monitor judges discrimination of a digital radio station and a discrimination result depends upon the skill of the monitor, the problem that discrimination cannot be started during communication in a method for discrimination using frequency fluctuations during a transmission startup, and the problem that it is difficult to discriminate a mobile station.;SOLUTION: A discriminator 9 computes the degree of matching between the symbol rate of a reception signal measured by a symbol rate measuring instrument 7 and the symbol rate of an existent digital radio station obtained from a symbol rate DB 8 and then discriminates a digital radio station as the transmission source of the reception signal based thereupon. The discrimination can be achieved without performing elucidation of a communication protocol nor speech decoding processing by using the symbol rates to identify a digital radio station, the discrimination does not depend upon the skill of the monitor, and transmission start-up information is not used, so the discrimination is superior in real-time property.
