PROBLEM TO BE SOLVED: To precisely forecast an amount of road surface antifreeze work by using a winter index.;SOLUTION: This system comprises a winter index calculation function decision portion 34 for deciding a winter index calculation function on the basis of actual past air temperature data and actual past snowfall data, a correlation function acquisition section 38 for acquiring a correlation function between a road surface antifreeze work amount representing a work amount required for road surface antifreeze in a predetermined past period, and a winter index to be obtained by substituting the actual past air temperature data and the actual past snowfall data in the predetermined past period into the winter index calculation function, and a road surface antifreeze work forecasting section 44 for deciding a forecasted winter index for a predetermined future period by substituting forecasted air temperature data concerning forecasted air temperatures in the predetermined future period to be acquired on the basis of GPV data, and forecasted snowfall data concerning a forecasted amount of snowfall in the predetermined future period into the winter index calculation function, and calculating a forecasted road surface antifreeze work amount in the predetermined future period.;COPYRIGHT: (C)2006,JPO&NCIPI
