PROBLEM TO BE SOLVED: To provide a recording and reproducing device and method of an information recording medium, that can reduce the frequency of test writing and shorten the processing time of the whole test writing without missing the recording conditions applicable to the desired recording.;SOLUTION: The optical disk drive 1 makes test writing and reproducing by using the recording conditions within the limit set in advance to check the recording condition based on the first criterion.
