PPROBLEM TO BE SOLVED: To provide novel video and audio synchronizing technologies for dealing with audio-visual encoding/decoding processing on a computer when using a transmission line to perform audio-visual transmission. PSOLUTION: A bit stream of encoded data generated by capturing and simultaneously encoding video and audio frames is received and stored if there is a free space in a video buffer, or discarded if there is no free space. When there is a free space in an audio buffer, the bit stream is stored but when there is no free space, it is discarded. Video is continuously read from the video buffer and decoded at a decoding speed higher than a frame rate of capture at a transmitting side, and audio is continuously read from the audio buffer and decoded so as to be delayed for video encoding delay at a decoding speed higher than the frame rate.
