PROBLEM TO BE SOLVED: To alleviate additional operation and facility for absorbing a change of a steam drum water lever by setting a high pressure drum as low as possible as long as a stable circulating amount is obtained in a steady state.;SOLUTION: When steam drums 1, 2 are installed at high positions, a flow of a fluid having water and/or steam is obstructed by bubbles generated in evaporating tubes 3, 9 by a channel resistance or a head pressure when a boiler is started to become a cause for unstability of the flow of the fluid, and a phenomenon such as water level changes of the drums 1, 2 takes place. The high pressure drum 1 is set to a lower height position than the low pressure drum 2 as long as the stable circulation amount is obtained in a steady state to shorten the channel from the high pressure evaporating tube 3 to the high pressure drum 1. Thus, the stable circulation of the fluid can be obtained after the boiler is started, and a water level change when started in the drum 1 due to an unstable state of the fluid can be suppressed.;COPYRIGHT: (C)2000,JPO
