Discloses isolated plant polynucleotide promoter sequences from Festuca arundinacea which comprise a sequence in the 4CL3 promoter selected from the group consisting of: (a) SEQ ID NO: 5 and 6. (b) complements of the sequence recited in SEQ ID NO: 5 and 6. (c) reverse complements of the sequence recited in SEQ ID NO: 5 and 6. (d) reverse sequences of the sequences recited in SEQ ID NO: 5 and 6. Also disclosed are methods for using such constructs in modulating the transcription of DNA sequences of interest, together with transgenic plants comprising such polynucleotides.
