A substantially anhydrous cosmetic composition containing: (a) at least one quaternary ammonium polymer; (B) at least one fatty quaternary agent; (C) at least one nonionic surfactant; and (d) optionally, at least one ceramide; said composition containing no more than 5% by weight of water, relative to the total weight of the composition.
