Systems and methods are presented for improving the qualityof an image as perceived by the Human Vision System by smoothingblock artifacts in an image. In one embodiment, smoothing is accomplishedby identifying target pixels to be smoothed and then replacing the pixelvalues of the target pixels with values derived from statistically similarneighboring pixels. The statistically similar neighboring pixels are chosenbased on specific measurement criteria from within a region identified tocontain such neighbors.
