A network connection mode determining method comprises the following steps: step 1), an Authentication Authorization and Accounting (AAA) Server determines that the relationship between the Home Public Land Mobile Network (HPLMN) and the Non 3GPP Access Network is trustworthy, and then sends the trust relationship information of the HPLMN and the Non 3GPP Access Network, and the user signature information to the AAA Proxy, and, step 2), the AAA Proxy determines the network connection mode according to the trust relationship above, the user signature information, the trust relationship of the Visited Public Land Mobile Network (VPLMN) and the Non 3GPP Access Network, whether the VPLMN has an Evolved Packet Data Gateway (ePDG), and whether the VPLMN can provide a service information. The present invention provides a method for determining the connection mode about how to access the Evolved Packet Core (EPC) Network through a Non 3GPP Access Network while a user's end (UE) is roaming.
