The present invention relates to a soil-restoring agent employing peat moss and an indigenous microorganism, characterised in that oil-contaminated soil is restored by using a soil-restoring agent comprising a decomposition accelerator and peat moss and a mixed culture medium of grains and sugars on which a microorganism (or microorganisms) which is (are) indigenous to the site of the oil-contaminated soil has (have) been seeded and cultured. The present invention also relates to a biological restoring method for oil-contaminated soil employing this soil-restoring agent. An advantage of the present invention is that, since it employs a microorganism which is indigenous to the site of the oil-contaminated soil, it can easily be applied to the soil on the site and can reduce the time taken to restore the soil.
