A speech input unit (101) receives input speech. A displaying unit (102) displays a plurality of preset expected-words. An operation input unit (103) enables selection any one of a plurality of the expected-words displayed by the displaying unit (102). A counting unit (104) counts the number of times each of the expected-words is included in the speech input to the speech input unit (101) and the number of times each of the expected-words is selected through the operation input unit (103). An extracting unit (105) extracts, from among the expected-words, preferential display words displayed preferentially based on the numbers of the times counted by the counting unit (104). A display controlling unit (106) preferentially displays the preferential display words extracted by the extracting unit (105) on the displaying unit (102). A speech recognizing unit performs speech recognition of the speech input to the speech input unit (101) with priority given to the expected-words excluding the preferential display words.
