The present invention relates to a safety drill assembly for performing an elevation of the periosteum in a maxillary sinus, capable of perforating an alveolar bone without causing damage to the periosteum during augmentation of the alveolar bone performed through the elevation of the periosteum in the maxillary sinus in a dental surgery. The safety drill assembly of the present invention includes a driver connector (110) having one end with a shank portion (111) connected to a driving source such as an electric drill; a rotating cover (130) having one end for accommodating the other end of the driver connector (110) and the other end whereto a hollow main cutting bar (120) is screw-coupled; an upper cutting bar (140) having one end fitted onto the main cutting bar (120) and accommodated in the rotating cover (130) and the other end with a cutting blade (141); and a control means (150) arranged in the rotating cover (130) to control the connection between the driver connector (110) and the upper cutting bar (140). The thus-constructed present invention is advantageous as the main cutting bar has a blade portion with an outer diameter larger than that of the cutting blade of the upper cutting bar so that the periosteum in the maxillary sinus may not be damaged while a part of a drill completely passes through the alveolar bone formed below the maxillary sinus. Whereby, the transmission of rotating force between the main cutting bar and the shank portion (111) is disconnected by the control means when the cutting bar (120) has passed the alveolar bone, thus preventing damage to the periosteum in the maxillary sinus during the perforation of basic holes for planting of an implant fixture or the elevation of the periosteum.
