Provided are magnesium hydroxide and composite magnesium hydroxide-silica particle which can make resin composition and electric wire or cable which are excellent in flame retardancy and good in wear resistance and other aspects of strength, elastic modulus, etc., method for the manufacture thereof, method for the surface treatment thereof, and resin composition and electric wire or cable made by using the same. They are obtained by, for example, reacting a magnesium salt and a metal hydroxide or reacting a magnesium salt and a metal hydroxide in the presence of silica particles and can be incorporated with a resin to form a resin composition. A resin composition characterized by containing magnesium hydroxide particles, silica particles and a resin preferably contains fumed silica particles having their surfaces treated with a methyl group.
