An additive with which an oil can be evenly mixed with water to become a homogeneously fused state and which can thus heighten combustion efficiency and heat efficiency. The additive arouses no trouble even when heated. Also provided are: a process for producing the additive; and a process for producing a heavy oil C emulsion fuel using the additive. A first vessel (Tc) and a second vessel (Fc) which are equipped with stirrers (Mt) and (Mf) are prepared. Sodium hypochlorite is introduced into the first vessel (Tc). Subsequently to the sodium hypochlorite, sodium hydroxide is supplied to the first vessel (Tc). The contents are stirred to obtain a mixture as type (1). Hydrochloric acid is introduced into the second vessel (Fc). Subsequently to the hydrochloric acid, magnesium chloride and calcium hydroxide are supplied to the second vessel (Fc). The contents are stirred to obtain a mixture as type (2). The mixture of hydrochloric acid, magnesium chloride, and calcium hydroxide (type (2)) in the second vessel (Fc) is supplied to the first vessel (Tc), and the contents are stirred and mixed.
