The device has a connecting link (20) fixed on supports (5) of a rotor and including two branches connected by a curved portion (23). A cutter (30) mounted on the portion includes a suspension ring (34) with a material lamination (35). The branches are connected with a sleeve (24), which is situated on a surface of the portion and includes a cylindrical orifice. The sleeve receives a threaded stem (8) and a maintenance nut (9) of the link. A pin (29) projects inside the link, close to a lateral slit (25), and retains the cutter suspended on the link at the level of the portion in position. An independent claim is also included for a tool for a mower type or scrub cutter type agricultural machine.
